The Centers for Disease Control and Prevention (CDC) mandated HIV Prevention Community Planning in 1993 for agencies that it funded. Community planning was subsequently implemented by the Houston Department of Health and Human Services (HDHHS) in 1994. At any given time the Houston HIV Community Planning Group (HHPCPG) may consist of up to 35 members.


CDC mandated the creation of Community Planning Groups because of the prevalence of new HIV infection in jurisdictions that have the greatest number of new infections each year. The community should provide regular input into the process of how at-risk populations are prioritized in Houston and to make recommendations to the local health department regarding the distribution of prevention funds.
